Add scavenging proffesion/perk

Perk can have 20min CD. (like addiction note in pip boy)
Requirements for perk to devs imagination.
When you use ~scavenge in chatbox in desert location you:
Can gain some amount of bottle caps
Can obtain: Golden tooth/Rubber boots/Old shovel/etc.
Can find some bullets
Can find Metal armor/Tesla armor (almost broken)
ETC.

Drop chance to hit npc for low level character (make npc levels)

You can use plasma grenades from 1st level with floaters vs centaurs and gain expierence fast.
Implement suggested above - only 24 level can hit floater after this (lower character level - lower hit chance for high level npc)

Your suggestions sire do not match the "game" which is "now" not, but they mighst work with balanced game, so I think those suggestions are useless for now. (And it will stay like this, because its hard to blanace something that is pretty fucked up)*.

Week? According to most hardcore players it's a matter of of one day to reach 24 from scratch.

It depends if you have 7 hours free time during day or 1 hour every day for whole week

Like an amusement park that has signs that say "You must be THIS tall to go on this ride".

How would the world know? What is the in-world rationale?

This is not Sim-Fallout, but I prefer something more toward the simulation end of the spectrum.

Millions enjoy theyr games, with lvl based system. But my game is *special* :D 50 players online...
They have level based quests, items and etc because of quantiny
with 100 quests in FOnline there is few requirements, but i think few 10k quests is better, and when you make first 1k quest you gain level to make other quests.

Expierence is same - low level - kill low level npc, high level - get high level gear - kill high level npc. low level cant kill high level player.
In this FOnline is same like other MMORPG.

Why shout *we special* when it is possible that theyr games is better, use better games expierence and add theyr stuff.

This game is a mod not a professionaly developed game to make millions. I like this game because it isn't cookie cutter and have the same cliche crap that all new games have to offer. Would be nice if this was a million person game it would be epically fun with a lot of people huge battles trying to take towns don't get me wrong but this game isn't an apeal to the masses to make millions of dollars for the share holders.
