So, i was reading that reply (http://fodev.net/forum/index.php/topic,25724.msg217799.html#msg217799) from Redivivus and think that public transport should make a circle. But - while the VC may find it convenient to receive workforce per rail, the Enclave will clearly object about a possibility of mutie armor trains in their territory and will blow up the rails.
So, to close the circle, i suggest a boat route between San Francisco and some kind of fisherman village near Klamath through Navarro. It means, you will be able to travel on water.
How the hell is Enclave is involved in this? I'll explain.
To be true to canon, i'll presume Enclave want to restrict access to the Oil Rig - that means, it will probably shred everything that has no Friend/Foe transponder and comes too close to it.
Like fisherman boats.
Yet, the Enclave, as isolationist as it is, need to supply Navarro with convenience goods like food. For this, it will be probably issue a marine officer undercover buying stuff in Frisco at Hubologists and transporting it to Navarro on sea way (as the land way is infested with Mercs, mutants, etc., as well as there is no trails following to Navarro directly.)
As the marine officer will have a Jet addiction but can't buy it in SF, he will trade with fishermen in North, thus making a route between Klamath and SF.
The route between Klamath, NewReno and VC can be done with bus (http://imageshack.us/photo/my-images/146/busi.jpg/), i guess.

Vault City providing transport to some dirty village or even more dirty city? ::)

VC providing service to anyone? VC ain't providing nothing. VC receives and accepts.
Such as merchandise from Den slavers, which are influental enough to get some vehicle up and running, to corral as much slaves as possible into the load section to get to earn the expenses and profit back.
So a occasional traveller will be welcomed to get the extra pay.

I don't see VC assholes tolerating stinking and armed junkies traveling there from Reno.
-
I think, water is dev land, even if i think it would be great for players to cover more lands.
By the way, having a full circle train travel is mainly about making the train usefull and easier. Make an obligation to use another transport instead of train won't solve much the problem. (especially if you own other vehicles)

Money doesn't stink. For the rest there is Courtyard.

That's why i suggest the boat to be NPC-controlled like train, so the players won't be able to ogle clipping errors.

Obligation? It's a suggestion. The game files have a boat. The world map have water. They can be used for the sake of diversity and for Enclave reasons i stated before. And what is this problem you speak of? It's the player travelling around the map, not the train.

i actualy like the boat ideea, but as Wipe said, the VC high noses can't accept a direct route from New Reno to them, so i sugest this bus go from NCR to New Reno or Redding(more likely Redding) and then to Klamath/Den

I don't think NCR government would welcome Reno junkies either. It's more like Den-Redding-Reno-Broken Hills supply lines.

I didnt suggested the bus actually, only the route between Klamath and SF.
