Title: Problem with becoming citizen of Vault City

Hello
I'm trying to be citizen of Vault City. A Guard said that I have to bring Hydroelectric Magnetosphere Regulator to him. After 5 minutes I got item. But in talking there wasn't any line about this quest but now he want to make tests. I didn't want and now he is saying "No, there's nothing for you to do right now. Maybe later"... Wtf I got Hydroelectric Magnetosphere Regulator like he said to me first time...
Few minutes later I died and I drop Hydroelectric Magnetosphere Regulator.
Can I still join to Vault City ?

Others 2 options can't be completed by me. My stats allow me only to this first option.

Wait till you have a skill high enough.
I'm not really sure if all those skill apply. It might be that a high enough weapon skill is also sufficient. You need to check for yourself.

Which weapon skill ? Im unarmed

I got required skill and still he says "No, there's nothing for you to do right now. Maybe later"

wiki is outdated. Reapair skill doesnt affect anything. Had 150% repair and he still didnt let me in. dont know about fa and doc. Got in myself with 150% science.

make 1 lvl character, take part give it to your character and try to join again - this is possible (item ffrom 1 character is transfer able to other for finish / make quest )
or ask gm by requesthelp and ask for join
