I present to you my suggestion for 2238:
If we achieve some number kills of creatures, than we unlock new stuff on Hinkley.
For example:
1200 men killed unlock bozar to take once a day (optional: disappears after 60min, and next kills increase time proportionally)

you need a bg sniper alt to use bozar :/

Yes lets spend a week of our lives in hinkley so we can have a slightly better gun for a build no one has made so that something something profit.

How about this: the person with most kills in Hinkley is awarded with 1 rare weapon like:
G11e,bozar or solar scorcher.

My proposition was only example it could be supermutants or deathclaws kills or something else
