I think in most random encounters you can safely camp the center of the location and wait for players to insta-kill them. It can be overcome only by some real power (a whole group of pro PvPers or at least a PvP merc build).
If someone is enforced into encounter it does make perfect sense. Because it's an abush. However I do not think it makes sense if someone is noticed about people in encounter when traveling map. If you decide to enter, you are doomed to spawn in the camped middle just like you were ambushed. But you were not.
What I propose is to add lots of special spawn points near the edges of the encounter maps. If you are enforced into encounter you spawn in the middle. This is easily camped spot. If you are noticed about enemies and decide to enter, you spawn somewhere near the exit grid. This will provide more challenge for campers and more interesting encounter PvP in my opinion.

I like it, a very nice suggestion.
The rocks as viewblockers will also make sense, it will be a cover, at least, until the next TB turn, if it's a TB trap.

Yes to this. If I choose to investigate an encounter I've spotted, I should be sneaking up on them.

If you have high pe and cautious nature you already spawn at the edge of the map

Where? maybe on one or two desert map nothing more, rest of it its always center
