okay this will not be quite so serious
from what i lerned all skills when at 100% works... well just enough to be usefull
my proposition comes from thinking that 100% means you are just average at something , not crippled at it nor specialized at it ,you just have 100% of what average wastlander would have . Does it makes sense?
so i say let all skills start from 100% not from 0 plus bonuses.
also put some minimal value to carry w8 like was done with hp
to reduce alting means to be able to create pure pvp character that is able to do comfortably avery other activity
course it will not stop someone from making another character if it can be even at smallest degree better at something ,but it would at least enable people who hates HAVING to operate many alts (like me) not to do it and still enjoy pvp at full
but no worries i know thats all just wishfull thinking and goes nowhere

And saying that i mean:
Bonus to every non combat skill calculated from
(initial special needs for skill)/2*1% for every level (rounded down)
From balance way:
-1 ch characters wont get bonus for speech etc
-let's cap it on ~100% (like reading books in fallout)
-its not big bonus and its difrent for every char :)
Example:
Initial specials is 0.5*int +0.5*end
special*1%/2
10 endure and 10 int
lets calc for outsdoor:
10*1%/2*24 levels = its in all 120
and for /3
10/3=3,(3) rounded down=3
3*24=72 bonus
Like everybody see its nice boost but not soo uber and remember its for maxed out endurance and int :)
Another example:
lets take lockpick this time
initial special :(0.5 x Perception) + (0.5 x Agility)
7 agi and 6 pe
0.5*6+0.5*7=6,5 -rounded down = 6
6/2*24= 72 boost
and for /3
6/3*24=48
For pvp ape it wont make big difrence but for rest of players it can be very usefull :)

how about at level 24 we all have all skills under 100% to be 100%(like a support perk that needs level 24 requirement)

They could just bring back skill books and the gifted trait and you'd have a lot more character flexibility right there. My personal fav was the Gifted + Night Person combo and I'm saddened to see that neither of these are available.

There're no drawbacks. Gifted takes from you 5 SP per level what equals to 2.5 IN, but gives +6 SPECIAL (and +1 CH), you can replace that skill points loss by putting 2-3 of these SPECIAL into IN. So Gifted had drawbacks only when you need max skill points possible per level (10 base IN). In other words, to ignore drawbacks, you're getting 3-4 SPECIAL for free, as 1 spent on useless CH and 2-3 on IN.
