Would this not an idea to create a page announcing the brief stops the server, with the pattern and the estimated duration? if it does not already exist

(so, and for now?  :P)

i had already seen this in connecting with the client (except players and uptime)

we don't have any informations about the ("actual") down server

Or maybe you need information like Status Server bot? If yes, join to official 2238 IRC channel - #2238 at forestnet network, if you don't know how, check this page:
http://fo2238.fodev.net/wiki/IRC
There is always at the topic status of the server. If you want to check player number as well, go to #serverstatus and type "!s" or "!status" to get latest status of 2238 server.
