How do people get clothes from NPCs, and I'm not talking about armor like Leather Jackets...

There is a bug currently, which makes it possible. In normal, players do not have access to these items and if the bug wouldn't be so "exploitable" (more or less easy to get more stuff) we would remove the items which are out there right now.

I am kinda wondering why is it so bad to allow player to wear doctor's coat and such. It's not like it will be used for anything else than RP/looking cool.

I think it is because there aren't animations for all guns and deaths for most of the sprites

... and? People won't cry about that, take off the clothe and you can use your gun.

they will remove it because GMs miss their times when someone was spamming "give meh a skin plox".

To be honest, i don't see problem with that, and even more...
I can deal with that. Players with high fa&doc can finally express themselves in places where they are needed, Ncr for example and running animation for this sprite is funny as hell. It's not like super mutant or Frank sprites anyways. Everyone looks the same and 3d era is in "soon" status so...let it be
just deal with it devs.

Plus - it wont be used for exploits. Skins are precious enough not to parade within them in PvP/PvE
