I simply suggest that weak healing powder need 1 Xander Root instead of 1 Broc Flower, the reason is the description of them.
Xander Root:
The rare root that gives healing properties to the powder of healing.
Broc Flower:
The plentiful flower that forms the base for the powder of healing.
Also it states that Xander Root should be rare instead of very common, and Broc Flower more common instead of rare.
