So there I am walking around Shady Sands chatting with the various merchants and npcs when I find out that...
Vortis... that double dealing slaver bastard has 26000 CAPS!
So there I am trying to sell ANYTHING and EVERYTHING to him to get to those caps... but the bastard wont budge... I gave him Flamers, I gave him bullets, I gave him resources and I gave him small guns but nop. The only thing I could get out of him was 0 caps.
So I am wondering a) Does anyone knows what Vortis likes?
and b)
I decided to kill that bastard right then and there, went to my tent, got rid of most of my stuff and kept my trusty flamer. I went back shot him once, shot him twice, got jumped by his men but managed to pull the third shot and burn his evil slaver hide.
The results? Minus reputation in NCR (FOR KILLING A SLAVER!!!!!!!!)
I then tried to loot him to only find out that...
HE IS UNLOOTABLE.
And I ask... WHY? Why are NPCs unlootable? I realise maybe its done for the shake of keeping their gear so people to go bursting Shaenin and taking half a dozen CA but their caps SHOULD be lootable for those that take the time to search until they get a rich merchant.
Its already bad enough that you cant "steal" from them but not having the ability to take the caps of their bodies is just frustrating since for everything else (INCLUDING US!!!!!) this game is full loot!!! So yea, the guys that killed me took my flamer but hell no, you cant take the money of the NPC corpse!!!

Did you try to give him some drugs and energy weapons? Or sell a slave? :D

Fruits yes... he gave... 0 caps for them.
Drugs also yes... he gave ... 0 caps for them. (For Jet and Mentats in particular).
Suck his ... yes he gave me 0 caps.
So yea... there you have it.

did you have barter skill and charisma? ::)

Charisma is 5, barter I havent increased it from what it started off with but the point is that I doubt that even with 10 charisma and 150 barter there would be any benefit for items that he gives 0 for...

Exactly... like when you buy a beer or a ticket from the conductor.
The money they have for "discussion" options are endless and at the same time money TAKEN for discussion options are also invisible.
His 26k caps was from the "wipes" of his inventory or from someone purchasing the stuff he sells... plus he does have a collection of gear there so that makes some sense...

Maybe look through his wares and try to sell him what he already have. Maybe he buys only few things.
But actually I thnk this is some kind of bug. The money is spawn in his pocket but you are not able to sell him anything.
That is why he have so many caps.

Well that is part 1 of the issue and as I am not sure if its a bug I posted it here to see what others think...
Part 2 is the inability to kill an NPC in a town and loot him which is the whole idea of the game. Full loot, full freedom to do whatever you want with off course the consequences that may follow (loss of reputation, being attacked by all his friends etc).

Both Vortis and the barkeep in Hub had 100k+ caps prewipe. This means they didn't buy anything for a proper amount of cash - and I believe this is still the case. You just gotta accept it.

SUUUURE, if you want NPCs to be like players, why not. But be consistent please.
If you want lootable traders, then maybe on the other hand players should:
- respawn once / hour
- stand all day in one place designated by devs
- accept healing powders for miniguns.
How about that?

Its a game where the basic mechanics do not work or actually one can say "it would be so in real life".
So for example Johny Burster, walks next to you in the middle of NCR, bursts you and you lose all your stuff. Johny Bursters friends jump and take whatever they can and the surrounding guards take the rest.
Now one can shout "yea but there are suicide bombers all over the world, he is doing the same thing". Yep you are right... with the exception that they cant restart "life" afterwards. In this case not only can you do so but if you want to avoid tanked reputation you simply then log on to your main and poke fun at the dead loser...
So in a game where THIS is allowed the problem is looting vendors? Heck I already gave the suggestion, give only an amount of the stuff he had for looting. So I go and shoot Sha-Enin then only 20% of his items and caps can drop.
See the problem is in the majority of other games played online you only get to loot what you kill. So the idea that I come in, burst at an NPC and loot him wouldnt be a huge problem (since due to reputation I would be auto-killed if I tried to re-enter the city to loot). Here we dont have that and hence a cycle issue is created.
In any case, I am just pointing out the "unfairness" so to speak of a game that advertises, full loot, kill everyone, be a murdererous psychopath with 1 Charisma yet somehow the NPCs are unrobbable and unlootable.

Because NPCs don't have player brains and would be too vulnerable to abuse.
NPCs can't run away from a blue suit with SMG approaching. How would this be fair?
You would almost never see a vendor with valuable stuff any more.
Sadly, there is no such problem that abusers couldn't overcome with proxies and alts.
No "fairness" or realism arguments please. NPCs aren't players and game isn't real life.

Thats the point. Bartering would be even more pain in the ass. And new feature: vendor raping (which gonna bring constantly dead merchants).
