Even having a great deal of drug blueprints is worthless without the resources.

Where can high-quality chemical components be found?

High Quality chemical components, seriously? Man, don't search those, I bet that's just like high quality fibers, and it's not intended to be in crafting table, or it's like chemial components not long ago, and they forgot to add it in game.
Well, you would still be fucked with regular chemical components though, the rate at which you get them is so slow in comparison to how much you need you probably couldn't make much anyway.

AFAIK it's not in game yet.
Too bad I learned it AFTER trading gauss and gatling with ammo for one chem blueprint  :-[
