I dont like the shout Halt... What about if they shout something like: Initiate, what are you doing? or Initiate, you are interfering our formation! or Initiate, your foot stinks :-D

Makes little to no sense , as most of this game , but ehh .... whatever.

Makes as much sense as some lame gang thief alts stealing from encounter that's supposed to be their faction.
After one steal fail you should be out of BoS with -2000 reputation and no chance to re-apply.
That would make sense.

Talk to an Enclave patrol man while being in the Enclave.
Get mowed down.

So is the BoS pickpocketing still there? If it is, that best be gone. At least sf tanker bg vendor has 28k 5mm ap, that should explain something.

Yea yea so according to your logic every stuff should be obtainable only via crafting (which is boring as hell, only thing you do is click click... click click...), really great. No more alternatives, nerf stealing, remove jet from all encounters (go buy it for 500 caps to Den), make 10 hex barrier around all NPCs then they will shout don't come any closer and kill you.
Same with nuka, now you have to kill a brahmin, get a knife, cut a fiber, craft a water bag, fill it up with water, get some fruit, go to themepark or gordon gas and wait there for more than 2 minutes (which means you are killed by PKs every 4th attempt in average).
My nuka consumption is something about 10 nukas a day. See how much work needs to be done to get one nuka??! :-/

The game doesn't adapt to your playstyle, it's the other way around.

However, almost totally safe thieving off your faction NPCs is unacceptable and will be stopped, obviously.

BoS is steal able and this is pitty, all stuff ( ca, ca helmets and weapon ) from hub oldtown merchant going to thief alts, that have names like bosthief, alt58 of etc.
I wonder when this going to end, but before thief + barter alts visited shop at old town it spawning ca and ca helmets in large, enourmous quantiny, 3k 5mm is enought to buy 1 armor + helmet 100/100 or few new miniguns, before thiefes lvl'ed up i see like 8 ca 100/100 and 20 helmets 100/100, noone willing to buy.

I didn't say it has to be easy, but at least possible. From all suggestions I've seen so far it seems everyone wants it to be totally impossible.

It should be very harshly punished, if detected. You shouldnt be joining a faction with the sole aim of screwing them over (or at least, you shouldnt be allowed to remain in there very long).

On the other hand, there are still some other NPCs which you can steal from quite easily :)
EDIT: For the first time I tried stealing from BoS and it's still possible, no disaster.
