Title: Build a base.

Explain Building a base, "upgrading" and all.  I would also like to know the current state of bugs on bases. I can't quite tell but it seems as if the depot and outpost bases don't work.

I don't know if it's specific for us. but we keep losing the location of the base on the WM. So its still buggy. (we have an outpost)

Did you set allowance in terminal? Hideout clearance option in main menu.

Is there a problem with the DIY base guy in NRC and VC?
Even with a group of 3+leader I cannot buy it.

I get the message "Make sure that everyone is in your group..." as if we were not many enough...

Anyone knows about that?

Once the construction site is upgraded to a base, you have to reset clearance.
If you check the terminal you'll see there's a contruction site.
Once the base is build, the construction site is removed from the terminal and the base is added.
The base is a new entry in the terminal, so you have to set the clearance again.

Some things to consider:
- all items on the ground are gone when the base is build, with exception of vehicles
- if other people are close enough to the faction leader and tagged him/her (not sure if tagging is necessary), when you upgrade to a base, they will be on the base map but can't see the base if they leave the map. If they are far away, they'll be on worldmap.

It's been a while, but you might have to tag the person who will talk to the npc.

Check if they tagged the leader, or if they arent MEMBERS of other factions (even npc factions).

I have to use something like the leader has 3 CH + mentats + three tagged followers in San Fran.
The Vault City DIY is definitely wiggin'.
