Title: Sneak suit

Sneak is free invisibility. Small guns skill doesn't kill anyone without gun, the better gun, the more you get out of the skill. This should apply in sneak too.

The idea is that we got differend suits of armor that allow varying levels of maximum sneak in addition to the currently existing penalties (PA, CA and metal)

Example like this:

bluesuit: sneak 0. You can't sneak in bluesuit, same thing as you can't shoot without a gun.

Leather jacket
max sneak 180.

CLJ
Max sneak 250

Leather armor
Max sneak 200

Leathermkii
Max sneak 270

Now here's another thing: stealth boy is no longer a tool, but a crafting part. You combine it with any existing armor to create a sneak suit. This sneak suit now becomes a suit that allows you to sneak with full potential, which is 300. In addition it would give the +60 to sneak, but it might be capsized by the armor's natural sneak mods. It starts to deteriorate when you're sneaking, it can be repaired with sec or MFC.

What this would do is that sneak itself doesn't need to be nerfed. True 300% sneaking would become quite rare but effective and most sneakers would wear leathermkii which still gives decent max sneak. Trollsneaking would become pointless because easily farmed armors wouldn't provide good sneak and bluesneaking is totally out of question.

What about unarmed? Unarmed skill can kill someone without having anything in your hands. It's a free weapon, shouldn't we consider changing it as well? But anyway, I agree with sneak suit, with a slight change.

Bluesuit: max. sneak 200

Leather jacket: max. sneak 230

Combat leather jacket: max. sneak 270

So... If Im naked I create much more sound, than guy with much more heavier leather armor ::)  So thats why full armored knights were best assassins o.O

Ok... lets say character in bluesuit makes *flap* sound on the ground and its only like 100%, but any other armor works normally or your sneak skill is decreased when you are wearing heavy armor.

It's bright blue, with a big yellow 13 on the back. It couldn't be more eye catching if it was pink with a purple-cyan polka dot motive.

But you cant hear colours  ::), unelss you are super cyber ninja which doesnt exist in Fallout. Even in purple pijama I would be better sneaker than guy in any kind of armor.

Idea with incerased AC for better armors sounds logical, but this one, well, its just funny  ::)

Sneaking is not only about moving unheard, it's also about being unseen. They may not hear you but if they see you from 17 miles then you're not very stealthy.

Like you said, unarmed is free weapon and it's mostly used for trolling. I will take back what I said if we start seeing alot of megapowerfist BA guys in this wipe.

I don't see any reason why bluesuit sneaking should be allowed at all. Leather jackets are so easy to farm that you can farm the whole session's sneaksuits in few hours. CLJ is kinda ok because it's actually crafted or bought.

I would reverse your sentence or at least said that being unseen and unheared makes sneaking. 100% sneaking penalty for bluesuit sounds resonable, but increasing max sneaking ability by wearing better armors sounds ridiculous.

Bluesuit is just a default- no reason it couldn't be a placeholder for all sorts of ordinary clothing.

Armors should reduce maximum sneak, not increase it.
(Use something like the FOT system?)

Having Ghillie Suits (http://www.google.com/search?sclient=psy-ab&hl=en&site=&source=hp&q=ghillie+suit&btnG=Search) would be good.
But they would have trouble working in the desert.
