Title: creepy hanging man?

anyone else notice this around the entrance to NCR? i don't think it was there before....either way, a bit creepy!

There was container one day on NCR.. just coming from nowhere and vanished to.. somewhere xD

Back in the good old days when Shady Sand was still a small village, they used to hang thieves (if Katrina didn't lie, that is)... Maybe Tandi turned the local custom into an official law, to keep her people's tradition?
