Title: Friendly NPCs in encounters, "Don't come any closer" in combat

Another small suggestion. I have encountered this somewhat stupid behavior from NPCs many times:
* You encounter: NCR Army and Raiders for example.
* You spawn between the raiders and NCR guys.
* NCR guys start running towards you to kill the raiders of course.
* These guys start shouting that "Don't come any closer" (sometimes they don't say anything, next step happens anyway).
* NCR guys become hostile and start shooting you too because they think you came too close to them.

What about disabling this "are-you-too-close" check when there is a combat going on?

I almost laughed my ass off one day for a similar instance.  I was running out of the instance with an NCR or some such chasing me continually saying "Don't come any closer!!"

I think it's funny, I died once because of that :P but still, need fixing.

Perhaps cut the "guard" distance in half if you don't have a weapon in your gunslot & turn the NPCs hostile if you activate a weapon while in range.

Much loot has been lost to overzealous NPCs..

That would not help really much. What if you want to help these friendly NPCs? IMO the best solution would be that the whole check would be disabled while combat is going on and re-enabled some seconds after the fight/after they get back to their starting locations. It is just stupid that when a raider is chasing you, friendly NPC chasing the raider and shouting "Don't come any closer" to you.
