Title: Is it possible to enter Westin Estate in NCR?

Where is Duppo?

I'm trying to find Hakeswill to see if he is the Explorer/Scout trainer.

I've tried just about everything else.

Jeez.. just take job request paper from billboard near NCR police station and talk guard near laserwall.. he let you inside ranch.

Saltbeef, not Hakeswill, and he didn't have Explorer even though he found Vault 13.

I even tried looking for Walks In Shadows (at Raider Caves from FO2- not North Raiders Base) and no luck.
The Caves aren't even visible.

Maybe I should bring booze and try again.

Maybe the drunkard in Westin plays a part in finding V13, but not the only NPC you have to talk to.
Explorer perk could be related to finding V13.

He did have the dialog, but the doctor doesn't- I even tried the other doctor.

As you know Lexx already said that Explorer support perk is nothing to do with V13
Maybe searching Fallout history.. dunno maybe not.

Enclaves with their vertibirds.. hmm explorer..
