Title: 1min respawn timers on quest specific npcs

Since balthas and company keep getting murdered it slows down questing significantly, having a fast respawn would stop people from killing them just to hinder other players.

This could apply for faster re-spawn times on NPCs like the iguana guy at NCR, and other traders too. I think that 1 minute is to little, but maybe 4-5 min.
