Requirements to construct XL-70 are really too high. 7 alloys, high cool down and here you have the rifle that is mostly overpriced.
AK-112 expanded has larger magazine (40 rounds), so you can burst many times. (Normal version has 24 rounds in a mag)
FN-Fal has short range and uses R-A-R-E ammunition. 20 rounds and it's mostly not economical to use that weapon (because of ammo).
XL-70 has... 20 rounds in a mag. Burst eats 8. Two bursts and reload. Have anyone seen a person using that weapon? Huh? It should be high class assault rifle. So there are 3 ways to change present situation:
1. Lower requirements to construction - still only odd guys will try to use that.
2. Make that weapon more accurate. Maybe change weap. damage mod. (I don't know mechanic) or add perk/s.
3. Enlarge magazine or add expanded version. Eventually make bursts of 10 or 12 rounds.

i would actually suggest that the xl7 ought to have at least 32 bullets in a mag and be upgradeable to 60 bullets in a mag, after all 5mm ammo is normally tiny...

Yes, AR as a whole need a boost and the XL70 needs one in particular. These things must wait until Atom is fully back with us, but will be sorted then.

increase its range to at least 45 (personally I vote for 50, it's an expensive rifle)

XL70 has 5 hexes better range than P90.

and the p90 does more damage, at least in my experience.
I found the real weapon, it says it uses 5.56mm bullets. What if you change the ammo from 5mm to .233, I think it could be a lot better, like a sniper rifle, less powerful but with burst option.

Burst with .223? Omg, this gun must be really really really big.

I think 5mm (as 5.56mm nowadays in real) is an assault rifle standard so there is no reason to change that. Keep it that way... it's Fallout.

4) because ap and jhp 5mm is useless in other than minuguns guns, change ammo type in this gun or change damages.. i compared it with sniper riffle and the damage is totaly useless in pvp (tested only on MK2, against CA or better is this gun less then useless)

Actually 5.56x45 is slightly modified .223. .223 weapon cannot use 5.56, but 5.56 weapon can use .223.

5.56= military round (more gunpowder)

so if this weapon, built after the XL70 prototype, uses 5.56 caliber, and that type of caliber is similar to the .223 it would be correct to change the type of ammo for the rifle in the game

Maybe there's evolution string in Fallout like this:
.223 -> 5mm
(instead of .223->5.56x45mm which AFAIK is not mentioned in FO1/2)
9mm -> 10mm

Guns in general need some special abilities other than damage, clip size and range. Assault rifles are the middlemen between burst and sniping, so why use them if you can't specialize in being a middleman.

haam, i've had this wonderful idea on what we could do with the xl7, maybe allow the basic version to be done by a smallguns crafter lvl 2 and at smallguns lvl 3 you could equip it with an extended mag and a scope, would give people more of a reason to craft them and would allow high lvl players to actually want to use the upped version.
scope would add long range perk, and extended mag would up the cap to 56

While thinking about this, i tought that technically (and of course logically) the ammo M60 and FN FAL is using (7.62x?(was it 51?)) is stronger because of its size and powder ammount than the .223 (wich actually is a sporting round) while in-game .233 is times more worth and better. But alright, thats another story.

yes it is 7.62x51, same thing with civilian .308 and 7.62x51 as with .223 and 5.56.
ingame 7.62 should have double the power and penetration of .223.
