Title: Set back Mutants and Interest of NCR Bank

Set back Mutant seller in Broken Hills, I think every one will be agree is a good idea before Wipe and for NCR Bank, Why not ? Server need actions.

Mutie mercs were ok when there was alot of players in each action, now that not many players remain a few proxy merc leaders will unbalance any fight.
