Hey can you guys give me some basic tips and builds. I've been playing with a rather good character build for like maybe 4 hours and I haven't seen anyone, where is everyone ? I herd the game isn't deserted and I see the community is friendly but where's everybody ?

check ncr there is many people there willling to kill you.
first you only need 3 charima for tradeing so if you have more then that remake build.
take both life givers at lvl 12 and 15 you need both for good hp or else you will have like 100 and die very easy.
if someone comes 1 hex next to you there either trying to fa,steal you(most likely) or burst you and kill you.
find a faction quick this will help you alot.
if you know what irc is go on it and join #2238 if not wiki it and then do it.
for luck anything of this vaule is fine 1,6(for toughness and bonus ranged damage for bursters) and 10(for snipers) anything other then theses values are unless.
other people will post things i missed.

A lot of people I know, a lot of my mates is not playing at the moment, as we all are waiting for the server wipe. It will come ... well, "soon", but nobody can tell any precised time or date, so feel free to enjoy the game for now.
And about "starter" build, here, try this one:

Not so good fighter, but versatile enough and pretty self-sufficient. Real tough combat ape looks totally different anyway and it's much easier to start a game with such "woodsman" as above.

To check both the server status and how many players are currently online, go to the "Home" button of this forum and scroll down to the lower right hand corner. When it is green, the server is up and running and you can see how many players are currently logged on, and how long the server has been up. When the server is offline it will be red.
The server population has declined in recent weeks/months because many players are waiting on the server wipe. What this means, is that everything will be reset. All characters, tents, bases, gear, will all be gone. We get to start anew. There is no official date for the wipe, but most believe it will happen very soon. Also with the wipe, a lot of changes will be implemented to the game.
My personal advice is use the time you have before wipe to familiarize yourself with the map, towns, and some of the basic mechanics of the game. Don't worry too much about having a good build, since it will be obsolete soon anyway.
Your best bet on finding other players is in NCR (Shady Sands). There are usually people there at all hours. Remember that you have a higher likelihood of running into other players when the server has more people logged on, so you might check that before you decide to start looking for other people.
Fair warning: NCR is kind of... well, dangerous. So don't take it too personally if something bad happens to you. There are good players there as well as "bad" players.

It's not site address you have to enter, but IRC server to attach to. Try IRC clients like mIRC, Chatzilla or whatever. AFAIK mibbit.com, the web-browser client, is banned on #2238.

Additionally: this is NOT a friendly community. It is a hostile community with some very friendly people lol. The same people who will give you good advice here might also murder you in-game, raid your base, steal your stuff, foil your plans, lie to you in the irc channel, betray your trust, etc. Some of them will then turn around and give you a P90, some ammo and their best armor and lead you to get 10 cow hides, build your tent, protect you, heal you, teach you stuff, etc.
So be advised: you have to keep standing up, jumping back into it all, digging in your heels and fight fight fight! Then every once in a while you'll find some extraordinary player who sincerely wants only to help you. Cherish those my friend, because sadly they are few.
Get 10 cow hides and build your first tent though. Your tent will be your safest place to keep your gear. Why do so many people wear blue at NCR? Are they all newbs? No! They often don't take anything to NCR because other players steal so much.

I have a question about the new character planner. Are the new perks and their requirements set in stone by the dev's? I see some things i like but also some I dont. Some of the perks that were usefull to crafters and other non combat builds require some extra points in combat skills according to the planner. Bonus rate of fire more than anything is the one I'm going to miss on my medic build. Although he was never an option for TC events I still had alot of fun doing PvE and small scale PvP with him.Kamikaze, fast shot, 10 ap, and BROF also made made him good for dragging tent followers into TB encounters outside NCR while still being able to craft lvl3 drugs. I hope some of the new requirements are still a Work In Progress. I would call it a shame to further seperate the pure fighters from the mixed builds.
