Very simple suggestion.
Server delete characters that haven't been used for month or 2 (Real-life time)
This is good for server and performance (Alts will be destroyed, if nobody use them for timelimit)
I can take myself as example, because I have made maaany alts for different usage and I got just one problem with them..
I don't remember all names anymore or passwords.. So yeah.. it leaves dust to server and it all got cleaned when wipe comes.

As long as lvl21 characters are exempted from the purge, I'm all for the idea.

3 months for lvl-21, not that I need to worry about that.

One month or 2 or 3, but delete some unused chars if the server 'll get a gain ...
Probably at least half of the 90k chars around would be wiped with this and the server ll be more efficient

Server stores only very basic info about every player character, until it's loaded - having even 100k chars takes just few MB, so not a big deal. Client indexing time is different story, most of current 20 minutes starting time is taken by that, so everyone who uses more than one character is partially guilty :) Clearing unused locations will be better for server memory usage, especially when it comes to bases, where most of stuff is stored. This cannot be done right now on public server, but will be re-enabled with incoming update.
...but it doesn't change the fact that removing unused chars should be in since a long time, but i'd set time to 4+ months (enough to try totally new playing style (like PvP fan -> Shady Sands chitchat crafter or opposite) and come back to old character).

Do you have a timer on those accounts what aren't been logged in a long time, Wipe? Perhaps you could use a filter on these.

Last file modification time is enough for that, server never edit client files when it's not needed.
