Title: Explorer and Ranger Perks and Special Encounters

Do those really help with finding special encounters or doesn't work?

Are there any other ways to increase chance for special encounter?

No, those perks don't work for special encounters. There's nothing possible to boost the chance to find one.

Not even 10 Luck and  Perception with 300 Outdoorsman?
