So, Heave Ho! "gives you an additional +2 to Strength (up to 10,) for purposes of determining range with thrown weapons only. This Perk will not exceed a weapon's maximum range." according to the Fallout Online 2238 Wiki. I am a bit confused at to what it does due to it's wording so I'm hoping one of you can dumb it down for me who has experience regarding this perk themselves. What I think and hope it does is increases the range you can throw grenades, however is says it may not exceed the weapon's maximum range. Does this mean say for example I am using Plasma grenades, that this perk may be a waste if I do not calculate the max distance correctly? And it would be awesome if someone can tell me how much strength and the maximum amount of this perk that will still be useful that I can take so that I may take full advantage of what this perk has to offer.

I believe (not 100% sure) that it's 3 range per 1 strength, if that is the correct number for example and you have 4 strength, choose it and you have an item with a throwing range of 15, it will only boost you from 12 to 15, not 18.

So would it be reasonable to have 4 strength and take the perk twice?

I wouldn't.
Max range on plasma grenades is 15 hexes, so you will never be able to throw them farther than that.
With 4 ST a second Heave Ho will just be a wasted perk.

Based on what I remember about the build, I would just remake it. But if you want to keep it, one Heave Ho will be sufficient.
I'll be around NCR here in a few minutes if you want to talk about it.

Or 2 levels of Bonus Move, for more flexibility.
(Or 2 Action Boy, I don't know if BRoF helps. 10 AG or 9 AG and Nuka Cola.)

Use Buffout for important engagements.
