So I've heard that if you choose a perk that raises a skill it can go over 300. I.e. if you choose thief after your lockpicking skill is already 300 you'll have 315 (or is 10? I forget).

yes like if you have 300 sneak and take ghost or whatever perk it is.(i dont play sneaker or know sneaker perks)
it will really be 340

But ghost perk is an exception (as it doesn't add to skill - just gives a bonus to skill)
So i'm interested too if SKILLS can go above 300 via taking perks while already at 300% of skill

Skills cannot go above 300. Same with SPECIAL, no point can be higher than 10 or lower than 1.

Skills cannot go directly over 300 , but there are perks , equipment that gives a passive bonus witch increases the effectiveness of the skills even if they are capped at 300 already. Ghost perk is an example and a exception at the same time , for equipment that would be pretty much anything , tools , super tool kit , expanded lockpick set etc. etc. Perks that increase the skill directly like Thief , Mr.Fixit , Living anatomy cannot raise the skill over 300 and as far as i know they won't give you any passive bonus either.

you can make more than 300 by using quests which add to you skills
for example, if you got 300 repair skill and complete the quest which add to you +10 to repair skill you'll be have 310 repair skill
it will displaying in stats as 300 but if you open the fixboy there you can see 310( i dunno any quest which can add skill at the moment )
and other way - using console commands, like ~param 0 paramID count( available from tester and higher access level )

How about sharpshooter?
It doesn't technically add to your PE, it just adds to your PE for certain purposes.

It doesnt add your perception. It adds your FOV, which isnt capped, afaik.

No. It adds +8% hit chance, but only if you have <10 PE, so it simply works just like +2 PE for hit chance (but capped at 10PE), and +6hexes for FOV.

What the hell guys, it's +8% hit chance whatever happen... If I remember well the code, it's -2 distance mod, (like it's -4 CtH by hex, it equal +8).
