As far as i understand in the current implementation there is no difference between aimed shoot to the torso and just regular shoot except AP cost ( I can be wrong feel free to correct me).
Aime shot to the the torso:
- costs 1 more AP
- adds 0% crit. chance
- no hit chance modifications (e.g. shoot to eyes has -60% hit chance modification).
I propose to change it a bit - make bonus to hit chance (+15% hit chance or some other value), since you spend some time (AP) for aiming at the torso, which is a huge target compared to other parts, you should get better hit chance with this shoot.
Inspired by http://fallout.wikia.com/wiki/Targeting_Computer from FoT.

TorsoEdit
Modified Accuracy: 0% (Fallout 1)
Effects: Additional damage. Possible armor-ignoring effect.
Roll Damage Multiplier Critical Success Effect Secondary Effect
0-20 1,5 None None
21-45 1,5 None None
46-70 2 None None
71-90 2 Damage ignores armor None
91-100 2 Damage ignores armor None
101+ 3 Instant Death None
For now it doesn't give anything. It was taken from fallout wiki site, thought it could work like in FoT - if you shoot torso it damaged lungs - so people couldnt run, also it had armor piercing effect also.
Think about it.

There are already several ways to cripple somebody, but extra hit chance would be really handful for early levels, where action point cost usually makes it impossible to shoot twice anyway.

+10 to hit
+5 to crit hit chance
???

+5 to crit hit chance
Naah. You kind of aiming to the torso where the armor is, so no crits.

You can score armor bypass to torso with a crit hit so i'd still say "yes crits"
And maybe +5 to crithit table

You can score anything on torso so that bursting and fast shot are still interesting. That instakill was on player, but rarely triggered ingame, because most NPCs don't have bonus on critical table. I doubt it's there on 2238.
There is no need to have critical chance bonus when using called shot, because the critical table there will always be unfavorable so there would still be no point of aiming for it. Hit chance bonus is good enough, though it could just as well use no extra action point...

I think is a good suggestion.
+1 AP
+20% acuraccy
Whould be a little bit more balanced, because 15% dont fit other bonus (like one hander, is +20%, or acuraccy perk its +20%)

Got another idea:
No bonuses! Insted aimed shot to the torso would result in NOT KILLING SHOT if HP would drop below -19 and it would stay at -19 not less
Finally some way to neutralise without killing

Awesome. Couldnt agree more.

Mmm wallace thats a pretty good idea men. I like it.
-
special death? aimed shot into torso, if your bullet bypasses armor (crit. hit) then its 30-50% chance to instakill? "as if it hits the heart"
-
i sugested something like this about 9 mounts ago, torso aimed must be buffed... a lot

Good idea, but if you can't take weapon/armor from the guy on the ground, I am afraid nobody will use it.
-
Yes they will, to beat up poor guys that don't know how to forcibly respawn themselfs.

Just add commands (especially "~cuttheveins") to F1 screen and problem solved
I had been many time in a situation when i wanted to disable someone to talk without klling him/her and taking his/her stuff
