Title: Thieves in vault city

thieves in vault city should be killed by guards, because if you attack a thief in vault city you are getting killed by guards too, so there are no ways to defend from thief and it shouldnt be this way.

If they are tagged as thiefs, it should be possible to kill them. If not, it's a bug.

i attacked one thief and i was killed i think i know why. Cause he was a vc citizen (i was vc citizen too). But i think that was the reason. So i think citizen ship should work as protection for thieves.
