Only Game Masters (server admins) can change player skins.
They will not do it unless you have a very good roleplaying reason and/or they are in a very good mood.
Some of them won't do it at all. Asking them for skin usually sets them automatically in bad mood ;)

That's un-true. I once asked Rusty to ask the magic 8-ball if I can get a skin. The 8-ball said Yes and I got a skin! Sadly, it was an egg skin :(. But still, it was pretty cool, that's why I like Rusty - you never know what's he's gonna do. :)
