I have not been able to find a similar suggestion, but then there could be many ways to word this.
The suggestion is simple, make dialogue hot-key-able;
Much like target bindings work now in the the config file there could perhaps be another set of customizable 'bindings' in which you can set key combinations and attach moderate amounts of dialogue to them.
This would mainly be a way of using dialogue during RT conflicts when there is normally not enough time to type or switch away from the almighty target mode.
It could be used to give quick commands, such as "follow me!" to your comrades who are not on teamspeak or shout abuse to taunt your enemies (a timeless fallout convention) without having to stop the action.

I'd love it. On another game I played, the mods did it with commands. There was ~setmsg1-9, and you could bring a line up by typing ~1, ~2, ~3 and so on, that was really helpful there.

I pretty much suggested the same thing I think about a year ago.
Only you could make the dialogues, and it would activate when you are fighting.
*shoots guy* "Take it motherfucker!"
*gets shot* "god dammit im gonna tear out your spleen and shove it up your ass!"
But it got rejected some and was pretty ignored. Let's see how it fares now. *prays*

a crucial must have for every fight! ;D should have a witty modifier for if things get too bad.

So yeah, typical good suggestion, suggested before......two times.
The first time it was suggested Lexx close it saying "maybe in future, we will pick it up again". In my very own opinion this sugestion must be of high priority, really most of the combat is made in silence and very pressure, so those floats will implement fun, not RP, FUN. we want FUN.
Sadly its impossible to evade "i pwned you bluesuit" "n00b lulz on sight". But phrases like that are spoken by many players, so why would that stop a good suggestion like this?
Seiriously, if i could choose a suggestion from all the Suggestion Board to be implemented, one that its not so hard, I would choose this.

To what purpose each player uses it depends on his/her playing style, but Reiniat is right, it is meant to be fun and perhaps also useful. Maybe it will even encourage a bit more dialogue, who knows...
Anyway, i'm glad it's getting a response and hopefully it is an easy thing to implement.

hotkeyable dialogs would be great. I would use them to spam swears and insults during fight insanely.

Yes, but in the real life im a very lonely person with obsessive compulsive disorder, and i always wander if all the players of Fonline are insane or something because they still playing.
Also if you guys want to say some fast tags you can "speak" them first and then while in combat press Enter and Up Arrow to find the desired line and press Enter again to tell it, its hard to use and we DEFINITELY need the suggestion above to be implemented, but it works anyway

Well, it's easier/better/less time consuming to press a certain key (Example: NumPad 5) and your character says something (Example: My tummy feels funny!).

I had exactly the same idea :D
I was thinking that it would be cool to have a set of words/phrases bound to hot keys, which you could use in combat. It makes sense, while guns are blazing and the chaos and mayhem are around you, you wont really be up for a deeply philosophical chat about the nature of humanity. But you would be able to shout simple orders or requests, threats, etc.
I also thought it would be neat if it was associated with a speech skill(when its implemented)
The number of phrases you could bind would depend on your speech skill.

Not sure about that part.
This would mainly be useful for soldiers, gang-bangers, and scoundrels (or folks who like fightin in RT) and none of whom necessarily care much about their speech skill, nor would they sacrifice their fighting skill in order to be able to shout a few more commands/insults. In the end, the people who would use this the most would also miss out on it the most.
I agree that the speech skill is underpowered, but really it can only ever be good for talking to NPC's so the only reason it would ever be useful is if questing becomes a larger part of the game, In other words; right now, speech ain't gonna pay the bills, and until it does, it might as well not exist.
The other problem here is that the config file is not player specific, its client specific. So your config won't change depending on your players speech skill. I suppose it could still work despite that, but you know what I'm saying...
