If you want to make a mod for Fallout 2, it doesn't matter if you've got the CD or download version. Both are the same game.

You unpack the files with the DatExplorer. But honestly, if you don't even know that, you should read lots of tutorials (http://www.nma-fallout.com/forum/viewtopic.php?t=7158) first.

i used the DatExplorer and it did not work and also i dont know how to used it.

also do have to do DatExplorer with a CD?

You can only open the files if they aren't read-only. This means, you can't open them if they are on the CD.

Unpacking the Fallout 2 tutorial at vault tec lab but it wikia so i dont trust it. you should take a look at see if it a good tutorial.

Go to No Mutants Allowed you find there all you need. I'm curently translating Fallout 1 and 2 in my mother language (romanian). Is very easy to mod after you get the hang of it. But you get borred after some time.

That's not what you asked for. You asked how to unpack dat files.

Anyway, have you tried :
MasterDatPath=C:\Program Files\BlackIsle\Fallout2\MASTER.dat (note the "\" instead of "/")?
CritterDatPath= equivalent

Also check the exact filename of the master.dat (mine is MASTER.DAT). It might not matter.

Alternately, you could copy master.dat and critter.dat into the fonline2238 folder and simply use :
MasterDatPath=master.dat
CritterDatPath=critter.dat

Secondly, looking back at your earlier question - just to clarify : Getting Fonline 2238 to work has nothing to do with Fallout 2 Mods whatsoever.

If you're trying to get mods for Fallout 2 to work, or to make your own Fallout 2 mod, go to http://www.nma-fallout.com/forum/ (http://www.nma-fallout.com/forum/). They have all the info and tutorials you need on there. Also look at the links and things people have already posted.

If you're trying to get Fonline 2238 to work, have a look at these threads

wtf it still is not working. i did what you say and it still not working. i copy master.dat and critter.dat into the fonline2238 folder and it still did not work.

my file name is master.dat

also do i need to patch my fallout 2 to play fonline 2238?

I don't think patching would make any difference to anything. Fonline needs access to the master.dat and critter.dat because it uses the sprites, graphics, tiles etc. Other than that they're separate programs. As long as Fonline 2238 has access to those dats, it shouldn't care if Fallout 2 is even installed any more.

Can you explain :

1) Exactly what you're trying to do?
a) Use / make mods for Fallout 2?
b) Play Fallout 2?
c) Play Fonline 2238?
d) Something else?

2) What you've tried, and how / why it's not working?
i.e. if you're trying to run Fonline 2238, does it say "master.dat not found", or something suchlike? Are there any error messages? What operating system are you trying to run this on? Windows? Linux? Sega Master System?

3) Is English your first language? If not, you may find it easier to explain your problem in one of the other language subforums, be able to get help from someone here who speaks the same language as you, or maybe look on one of the completely separate Fallout/Fonline forums in relevant language.

4) Any other technical information which would clarify what you're trying to do and what is happening.

Basically, if you can explain clearly exactly what the problem is, then someone will probably be able to help you. Most problems related to getting this program to run will have been seen before and solved.

You must open the INI file in FOnline directory (Example: mine is C:\Games\FOnline) and find the line that asks about MASTER.DAT and CRITTER.DAT. Then you write in that line the location of your Fallout 2 MASTER.DAT and CRITTER.DAT.
I think you can also tell FOnline where the .dats are using the CONFIG.EXE in FOnline directory.

Firstly - pretty much what Grommok just said - though I've got slightly different files in my folder (i.e. cfg rather than ini and FOConfig.exe etc).

Couple of print screens here, with exactly what I've got on my system :
master and critter dat copied into Fonline 2238 folder and renamed all lower case (http://img577.imageshack.us/img577/9759/mastercritterdats.png)
Relevant lines in FOnline.cfg (http://img823.imageshack.us/img823/5528/fonlinecfg.png)

Otherwise, you can set them by clicking on the relevant files using FOConfig.exe, going to the "Game" tab, then if you look at the bottom, there should be buttons to select the location of the files.

Regarding Windows 7, I can't suggest anything for that personally, but there's a couple of threads which may be relevant here :

Yes, on Vista/W7 administrative rights is required to install files there, and the installer don't properly elevate these rights.
