I think that it would be a great feature to implement. Basically, you'll just add a dialog option to one npc of given town, e.g VC, which will allow you to "buy" good karma for caps. Maybe it will be better to think about it as donation for the town, so you actually won't buy it, but you'll get it as reward for helping the town.
What do you think about that? :)

So you can abuse this by killing their people in encounters and then pay them a small fraction of what you made to not be hated? Yea...no.

Who says that it should be cheap? Also, the price should be calculated dynamically, and should be affected by your current karma. If someone has negative karma, the price should be higher than for someone, who has positive karma already. Also there should be some timeout, for taking this donation "quest".
This will be just faster and expensive way how to fix your karma.

Karma isn't even widely used, what you mean is Reputation. I don't think it's a good idea, for reasons already stated. This is not Fallout 3 where you can magically gain trust by giving some guy a bottle of water.

so you would not even trust someone a little bit if you where very dehydrated and they gave you a bottle of nice bottle of non radiated water?

but yes as said this would not work because you would just kill some guards then come back and pay caps to lose rep lost..... which is lame.

Anyway, no. As Wichura said, you would just rape NCR, then sell caps, rinse and repeat. And the "giving junk to trader" tactic should be disabled as well. Reminds me of Indulgences, also.
