Title: [Mechanic]Reputation system

Reputation should change when its killed npc like in was in fallout 2 not from hits. For that now low level guys killing some in
reputation tabel wont get -insane amount from one encounter. Its same for criplers. It will give equal for all classes for farming

Mhh I ever thinked that Ncr soldiers was grateful because I give them a swifty death, to see you friend tortured by countless injures would be too much for them ; )

Karma should be changed not only because You attack NPC, but what if you helping them with annihilation of  enemy? In my opinion it should be some profit of that issue!
