Title: Charisma and proffessions.

I know with one charisma I can't be a level 3 small gun crafter because I will not be able to join the raiders, but what about just talking to certain NPCs to gain the profession without joining any group? Will NPCs like Skeeter, Boyce, etc. talk to me and give me the profession if I have one charisma?
