I think that the description you get of characters with the 'binoculars' is a bit undercooked.
Especially for people without awareness there should be a range of descriptions that give you a loose sense of a characters level, perhaps something like this:
level 1 - 5; "this guy looks as green as a mutated fruit!"
level 6 - 10; "He seems to be well traveled and and can probably handle himself"
level 11 -16; "He's obviously seen some shit, better keep an eye on this one"
level 17 - 20; "He looks tough as Brahmin shit, you better think twice about picking a fight!"
Level 21; "He seems to be one with the waste, this is as bad-ass as they come"
also if this isn't the case already (which i don't think it is) one should also be able to see slaver tattoos in a characters description.

also extreme SPECIAL values could have a place here to keep it relevant after chars hit level 21 (and this would be useful even if you have awareness;
high agility - "he floats like a butterfly"
High strength - "this guys got pistons like a highwayman!"
high intelligence - "his eye's are like deep wells filled with boring facts"
High charisma - "he has a friendly smile and good looking to boot!"
High endurance - "this guys got a hide like a deathclaw!"
high luck - "he looks like he knows how to throw the dice"
High perception - "You get the feeling he probably saw you before you saw him"
Low Agility - "he moves like a three legged, one headed Brahmin"
Low Strength - "This one could use a healthy dose of the masters vat!"
Low Intelligence - "his eyes seem just a little too far apart... jet baby?"
Low Charisma - "someone beat this guy with an ugly stick! try not to look..."
Low Endurance - "he's built like a paper ghoul "
Low Luck - "you get the feeling a piano could fall on his head at any moment..."
Low Perception - "you can't really tell but he may be blind"
Now when you inspect someone the formula would be something like;
(level description). (High stat description 1) and (high stat description 2 if applicable) but (low stat description 1) and (low stat description 2 if applicable).
this would personalize characters a lot more and give you a sense of things you would notice in reality to help size a player up.

All the same basically, in the end most chars spend like 1-3 days under lvl21.

Something like that is already waiting for update.

More descriptive SPECIAL descriptions are already in the making. Some additional lines never hurt though.
