NCR guards find flares unamusing and will kill you if you wield one in downtown. My suggestion is making them ignore flares ;)

i AGREE ENTIRELY!!! Lol I threw a flare at a thief, because he was targeting me BECAUSE i had a flare... so i figured id throw it at him to give it to him....
I did... And died... he was happy...

flare is a weapon, so either all weapons would be allowed or non.

He's not saying to make it a usable weapon, he's just suggesting that guards treat a Flare the same way the treat an Old Shovel or Beer in the inner-city. Guards used to kill you if you had your Shovel out for too long in places like Junktown, where all the pens are in the inner-city.

maybe then making flare look like shovel would solve the problem :-\
