Having read through that hench as fack thread on the balance of shotguns, it seems that the devs vision of it is as a secondary weapon for a sniper once the nutter with the minigun gets all up in their space. Pretty cool, afterall shotty/sniper is standard practice in almost all shooters as it has both your bases covered.
So whats the energy user version? once the burster is all close and personal what do you do? other than keep trying to to take his eyes out with a sniper rifle from three feet away.
Edit: also why does the scoped hunting rifle use the scoped weapon perk but the sniper and laser dont?

A side-arm for Energy Weapons?
Well, some people use the pistols, with the rifles as their 'main'.
So, i don't see any problem with that. Perhaps tag another combat skill?
Or if you REALLY want to, carry a Gatling Laser everywhere you go.
Theres only a small number of Energy, and thats just the way it has to be

you can have laser rifle in main hand and magneto laser pistol/plasma pistol in side arm.
With 10 ag = 10 AP + brof
you can shot to eyes with rifle and to arm/leg with pistol
You can take jet and shot to eyes 2 times with rifle...
there are so many options

Plasma rifle/pistol is the sidearm. Lower range, bigger damage and less DR/DT on plasma on most (all?) armours compared to laser rifle/pistol.
