This one is to make game more tactical/position based.
I suggest to make a penalty to chance to hit if you aren`t looking on the target.
-2/-4/-6 PE for calculating chance to hit target for different directions
It will give some adventege for pistol users while maneuvring in the cities.

Second part is to make counetr-perk so it will be -1/-2/-3 instead of -2/-4/-6.

Well you dont shoot behind you, if you look closely you will notice your character face the direction you are shooting.
Best would be to delay the time needed to shoot, when shooting in another direction than in front of you, to represent the time to brace yourself.

you can`t turn and shoot that fast. Someone behind you will always have upper hand b/c he cAn shoot more accurate.

It's not awful idea, but I'd prefer generally seeing more in the front and less in back and behind. I never understood why we can see so much behind of us and so little in the front.

What if someone have Motion Sensor and he knows that someone is behind him ?

It`s the same case as if you just detect someone behind you usual way. -6PE if no perk

I think the reduced FoV is enough.
