It would be a good thing to see a faction of a player by hoovering a cursor over his character. It might be showed just as an additional line in the short info, below the rest of the data.
Here's a simple example of the idea:

I think it should be viewable by any player even noob, so no perk would be needed.

If it's a matter of realism it's not that unlikely that characters carry some sort of badge that indetifies them in wastelands, so that everyone can easily recognize them.
If it's a matter of programing well then that's a real problem.

It' neither, it just has been happened by posting through the team that this will never happen. The only thing coming close to this is, well, some certain "customisation". 8)

I understand that you meant additional setting that allows one set if he can be easily recognized or not? That may do. It could be done by a command '~addfactioninfo'.
In case of NPCs faction i would suggest no exceptions since killing one of the npc faction players affects reputation so it's essential to know what faction player is in.

There's no post about bodypainting in the forum. But i assume you meant character customization. Still it will achieve more or less the same, the guys who would like to be identified as a members of a particular faction would be, the difference is in means. The solution i suggested is simple and might serve as temporary solution or it could exist along with character customization.

It should be really done for NPC factions, or at least change repercussions of hurting those guys.
There is no way to tell some guy is from VC, so how magicaly they'll learn there I killed or hurt the guy on other end of playable world?

well maybe it will be easier after 3d will kick in, for example vault city citizens will be with vault suits while others wont. But still i find this suggestion quite useful.

I mean if you can see how much HP a player have...
I don't think you need to see a badge / suit to understand that
the player are in a specific faction. We don't need to be realistic with this system...
I mean how realistic is it that you can see exactly how much HP a player has?
Sure, it would be cool if we could implement suits and badges but it would take alot of time
and I don't think every faction wants the same suits/badges etc. And we could live without suits/badges
or any sign of thier faction, just a plain text with the name of thier faction.
I support this suggestion. :)
