Title: It hunts for a head

I suggest to enter possibility of payment of head of any player.
It looks so:
you can pay the certain sum of money and specify a nik player, that he in the flow of 1 day became the enemy of city.
if a money was brought in by a few persons, an effect is prolonged.
it is thus possible to punish especially annoying shotfirers for example.

rich gangs ban all enemies from town, banned people make alts and pay for the ones who payed to get banned, everyone gets banned from towns
