What about if NPC's can do something by themself?
example: Fight with to NPC'S
Two NPC' Talk each-others (player can see what they talk)

You mean like clever NPC scripts? This would require work where it's not really needed at the moment.

NPC A: I saw a radscorpion the other day.
NPC B: Horrible creatures.
I don't think that such a system could be integrated anytime soon or later. It's very much work and might bring more problems and trouble than it would be worth it.

It would however be nice to see the old random floats and NPCs wandering around in more than Junktown/Hub.

There are npc wandering in other towns too. But this is always dangerous, as NPCs could "run away" into some random spot where they shouldn't be.

I don't know if I understand it correctly but imho there should be some wandering NPC's. Eg 200 on the whole map. They would be sctipted so they leave town A and after some time that shows the travel time, the NPCs appear in town B. There he can just go to some shop and stand there for a while or go to bar and 'have some drinks' so yes, another standing for a while. And after some time he would just leave the town and 'go' to another one.
Also I love talking npcs in the background like in Gothic series when you were walking through the city you heard them chatting about everything and nothing. It was cool and gave great roleplay experience. Something like Lexx posted.

Merc is too expensive for me.
