Why not? Right now they are literally the most useless drug on the server. The only useful thing is Charisma and it still isn't worth it unless your a leader + unless you wanna keep up with mentats all the time (as with any drug ofc).
Meby +1-2 PE?

mentats are not a combat drug... maybe in future it could give skill bonus to speech and barter
they shouldnt be a combat drug in my opinion

I like Cocain's idea better. Make them improve Barter/Speech, as well as the current benefits.
-1 Intelligence if addicted isn't that bad, so this could be a disadvantage.

Give a useless drug more useless bonuses? I'm not following.
The drug speeds mental processes, so a +PE or Agility would make sense, which just so happens sticks to fallout canon, while making the drug useful. -1 Ap and -1 Agility could be the drawbacks if addicted.

I'd prefer them to increase Barter/Speech/Perception rather than Charisma. Using them to be able to carry around mercs that you can't talk to is kind of ridiculous.

its actually used and used a lot so you are wrong in this part. And it did give perception before, but it was said old drug system wont come back, cant say im too happy about that.

Oh man, totally forgot about that. Do we still need those trader charisma restrictions? How about just inflated prices?

For nothing more than either talking to npc (Ch 1) or taking a profession. Besides, I didn't say if they were used or not. I said they are most useless drug on server. :P

Yeah why not ? Why couldn't you trade if your ugly , if you got the caps everyone would accept your hideous face and weird personality.
For example rise the charisma requirement for all traders to 4 and everything would " inflate " as the charisma drops. Like 3 charisma +10%/15%$$ , 2 charisma +20%/30%$$ , 1 charisma +30%/45%/50%$$ i can't tell the magic number :) After wipe the caps will be more scarce so I believe this could work just fine.

People make alts for everything.So what is the point of increasing speech /barter skills?
I must agree with Michaelh mentats are most useless drugs on server they should add PE/AG instead INT which is useless .

Nope they won't , if they can spare extra caps it will do the opposite encourage people to not make alts for trading and you could still use mentats to decrease the penalty.
Mentats are not meant as a combat drug , but still they are not useless ! Powerbuilds can use mentats to trade or to lead few more guys into battle when there is not a leader char nearby , beer sucks for CH boost because it decreases -2 PE. As simple as that , even few hardcore leader builds can involve a permanent mentat use. How is that useless ?

Unless you have more than 6 CH, which is a waste of SPECIAL points.

Powerbuild normally use other drugs then mentats , some drugs got penalty to CH so sniper using Jet and ciggarets won't take friends with him.

If you like drugging yourself to lead mercs constantly, sure, but some people prefer convenience over overlyreliant drug builds, not to mention it's a rare drug considering it's a Doctor 3.

I know, they're equally useless, but thats because radiation exists in one place, totally out of everyone's way. Mentats gives Intelligence (Which is entirely useless) and charisma (which has very, very few uses)

This sounds pretty cool. What would be the addiction sideffect? -10% to all skills?
