Why do you keep it closed? Open it add some quests for it.Maybe make a quest that activates when you try to open the door someone from inside the vault will contact and make you bring some special item like waterchip or some electronic parts because their computers where brocken.Thus letting you have access to it.Or make Vault 13 npc faction.Soo many possibbilites.

Yeah, Even the Choosen One is gone, and The Vault13 Guy's escaped with him. That is why the Vault is damaged by the Enclave. But in the Fallout-History i don't think that the vault is opened in the year 2238

It doesn't fit in the timeline and will stay like that for a while. There are already enough locations to be filled up with content before new ones get implemented.

I agree that we have many locations which dont have any content, and its really not fit to year in which we are playing.
But then i must ask, every wipe make a same year, 2238, so Vault 13 will never be introduced because it will be always 2238

Then just remove it from the map. How is it normal wastelanders know of it's "Secret" location without doing nothing but going near it, but the chosen one had to get access to a vault computer to find it?

I agree with surf that many are unfinished but i do think the vault should be open... it would be nice

My point still stands really... Why couldnt the chosen one just stumble over it by accident when he goes next to it's location?

Yeah, the Fallout bible solely existing on very same questions of course never existed.

There was a Vault Civil War over the banishment of the Vault Dweller.
They somehow afforded a BoS computer to replace the deposed Overseer. (FO2 dialog.)
Strangely, the Overseer's "Special Order" to keep Vault 13 sealed was carried on, according to the President on the Enclave Oil Rig.
Possibly have a BoS quest to deliver computer parts, Voice Recognition Module ("Be careful with that, it's fragile"), etc. to the Vault, perhaps in exchange for their extra GECK (which was supposed to be delivered to Vault 8 (the Vault City Vault, IIRC) but got switched for a shipment of spare Water Purification Control Chips).
Yeah! That's how they could afford to commission a supercomputer from the Brotherhood of Steel!
So, there is rationale for V13 access prior to Fallout 2 timeline.
Canon actually demands it.
