Title: Stokes?

Hey there,

Im trying to get access to Raiders base and Im doing the Joining Raiders quest. Im trying to find "Stokes" at "The Hole" in Den to send me to the first Raiders base. Does anyone know what he looks like? I cant seem to find him, there's 2 dead npc's wearing metal armor on the ground and the rest look like civilians/dont engage in conversation.
Is he one of those dead armored dudes?
If so, how long till npc's respawn?
And also, how do I get my Raiders repuation to show on my karma? I cant see it yet I've encountered Raiders before.

He has bald hair and lamk2, he is in the building to the left of the Metzger's slave building.  It's a bar.
