Scrap Junktown's 'Opening Hours'. I don't get what purpose it serves in a realtime MMO. Does it make the game more fun? Does it enrich the player's gameplay experience? I don't think it does.
The only consequence I see is the town being less populated. Which helps nobody. I get that you can just say 'Well do something else until it is open' - but that's ignoring the point. Who does it actually help?

It's not much different from Junktown.

The gate in Junktown will remain, just the guards-kill-you triggers are changed and there are more ways to get able to enter the city in the night (such as a higher reputation with Junktown). This will make it easier in general.

How about sneak? Or a back door you can lockpick? We got these unused skills you know... If there would be a use for speach then maybe one could talk his way in?

There should be more day-night cycle activity, not less.
Streamlining complexity just reduces the game to a smaller set of variables, which removes the skill advantage of patient strategic planners vs twitchers.
