First off this suggestion is more like question, not like suggestion.
Is tracking feautre likely to come back into the game, this time working?
If answered positve, proceed with reading :P
In fact single person leaving footsteps on desert is much harder to find from bigger distance, but particulary easy to track and catch once you get on the right route. Cars in fact are easy to see/hear from bigger distance, and their traces are really easy to spot, but fact of their recent existence is... useless... Its not possible to catch car without a car, and its not easy to get on right track while speeding in your highwayman. And even if you'd manage to find a track, its not easy to catch the prey.
So the suggestion is: instead of changing walking speed, make those folks who are walking by feet trackable and encounterable, and those dudes who are sitting in warm cars just encounterable. It encourages to buy car nicely, while giving some more life - and some more excitement - to typical encounters.
Edit @ down: I always tought that tracking should based on PE+outdoorsman+roll fight between tracked and tracker.
And idea of tents/bases are to make them unaccessible, and even If I dislike this fact, im not suggesting any changes there.

With one exception.
No one can follow another into a tent or base. Catching them in an encounter through this is perfectly fine the way I see it.
And of course there should be a way to counter this, such as higher outdoorsman+PE. Would give people an actual reason to take outdoorsman and not 20% od powerbuilds.

Try walking on hardened, BURNED dirt, see how much of a footprint you leave.

It softens up and erodes after a certain time period.
