There is maybe a topic about this but i couldn`t find it.
Here is the thing.
Does higher skill points reduce chance to get robbed?

Correct. Higher PE helps in the detection of theft, but the Steal skill only helps you to steal. So no Skills affect theft detection.

Just be paranoid about anyone and everyone, you'll be fine ;D.

Just be awake and move like a ninja if someone try to touch you, they need to touch you(animation) 2x to steal something from you;)
Its not that hard, at least not for a true ninja

No isnt, with 6 pe you get emty inventory in few seconds.
at least 8
