Last time I went to Redding I lost my scout, I want to go back to buy a base but I don't want to lose my Highwayman :P. When I entered I was Insta-killed; Does anyone know if its safe to enter now?

Park you car near city. Enter in city with car is suicide.

Depends on who is currently camping it. Bored players love to camp with militia.
I suggest going there in the dead of night. And always use Town Preview. And by the way you wrote, it sounds like you were alone. I hope you know you need 3 people total to buy a base, just saying.

For avoid town camping like this, just delete the militia... Militia is useless and is just a tool for camper who are happy to kill you with a rock or a plant spike.

The militia is not the problem, the community is. But probably more easy to remove the militia than change the community.

The militia just wasn't implemented properly for what i think, as intentioned. Start making a few more suggestions to try and fix it, and if it still just doesn't work, I will join in on the delete militia parade. :P

Some suggestions, stop give them gauss and YK32 pistol, stop give them ~400hp (why they havnt the same number of hp than a mercenary ???) and prevent players from adding their own mercs/slaves to militia.
The militia was created for prevent TC in bluesuit unarmed, now you must have an armor and a weapon for start a timer so militia is useless, it just exclud small gangs to town control because now only teams with 25-30 players can go on TC (for kill militia and kill the players who are defending the town with it for example).

You can kill militia with small gang, but you can't stay in the town during 15 minutes (the tc timer) with small gang because TNB, CS or us will kick your ass. Big gang stop you to make TC, not militia.
EDIT: The proove, Cajuns never make TC in Modoc or Klamath where it is no militia.

No, a small gang can't kill the militia if there are 3-4 guys with it (when I say small gang it's maybe 5-6 players not more and not with an army of 25 mercenaries + proxy).

3-4 vs 5-6 is a difference of 2 guys. Yes militia is better than 2 guys, where is the problem? Take your 5-6 and try tc in Modoc and Klamath,you will not succes more than in a town with militia.

And you know like me, if a small gang try to take just Modoc, because there isn't militian, big swarm gangs like tttla alliance or TNB or CS come for eradicate him because it's very funny to kill 5-6 players with 25 + mercs. But it's not the goal of this topic, I propose to stop this useless discussion with yu now.

So you agree militia is not what block you from TC perfect.
Like I said many time, militia is a realy good feature of this game, without this no project can be make by player. The problem is not the militia, but the kid behind.

Also I remind everyone that militia was added at first (iirc) to prevent bluesuit gangs to start countdowns to take a town and then leave, as it happened very often. Now we have gear-checks on TC, and also this blue zone we have to stay inside, so militia doesn't serve anymore its initial purpose - it serves none, except the one of grief, everyone can agree with that.

I don't agree. Redding Project was not griefing.

Redding project was, as you said. I saw cryofluid's posts saying it was impossible to set it up too, so that's not a valid argument. Right now, you don't see any RP project helped with militia - just log in. You'll see bluesuits camping entrances with gold nuggets in their hands.
I agree that militia is somehow a good idea but the way it is implemented it just not the proper one, as it helps players to grief. Maybe it should be linked to "population happiness" in the controlled town or something.

It will be a step back to just remove militia from server. I don't see want that with change execpt to give the opportunity to some random pk make pk in tc town.
