Title: Siphoning Gas out of cars.

Ok, I think you should have the choice to siphon gas out of your car in the form of SECs,  Small Energy Cells.  It would require a key to perform and would require to use the steal skill.

abuseable.  some guy drops in a town with his car, one second later all of his gas gone because some newbs/noobs spamming steal skill.  It would be too much of a griefing feature if steal alone would be used.

1. Barely anyone park in cities because of how broken it is (no parking lots).
2. Who would not steal car's fuel if found a vehicle on the wastes?
