I suggest to remove accurate perk from both shotguns and mauser.
Why?
Shotguns are actually one of the most INACCURATE weapons i personally know. [..In fact they should have 'inaccurate' perk.. (j/k)]
And Mauser? Please. That gun is about 300 years old in fallout universe. And i'm fully sure that some more 'modern' toys (like 10mm) are much more accurate.
Then what to do with that 'accurate' perk?
Add it to sniper rifle, and other scoped guns. There are few of them.

Its not about realism, but about game balance. Moreover, Long range perk > Accurate perk.

I think it's fine as is. Other upgrades to shotguns could take place, but removing accurate perks from weapons is pointless.

It's about the whole combat system. To achieve reality, you would have to change almost every aspect of the combat system. But there are more important things, like CONTENT/GAMEPLAY/FUN.
In reality, you can shoot at distance of your choice, but there is a range limit, after which you are very unlikely to hit.
In FOnline, all weapons have limited range and people with high skill have a 95% chance to hit at this range. Which is indeed stupid, but changing this would require change of the system.
Weapon should have it's "recommended" range in which is accurate. But allow shooting at FOV range of the character. So you could shoot with shotgun at something 30hexes far, but your chance to hit (200% skill) will be highly decreased, to say 10-20%.
But this chance affects many other parts of the game. For example marking targets for millitia, or the fact, that you enter combat even when attacker missed.
Remove Accurate perk from Mauser: Definitely yes, can not see a reason for it beeing there.
Remove Accurate perk from Shotgun: No, leave it there. Shotgun is indeed very inacurate, when it comes to long range. But is very accurate in short range, because it spreads the bullets (parts of lead, shrapnels) in wide area. So you do not need much skill to hit something at few meters, as long as you are strong enought to hold the weapon still.

Exactly. It's a NOOB gun. Removing perk from mauser will make it real junk.
Btw, "Accurate" perks means something other than can you snipe with that gun or not.
It means - it is hard to miss the target with a shotgun or a minigun.

Hell yes on Sniper (but it will make it little unbalanced), hell no on Laser. Just remember how Laser looks in hands of a human or even supermutie. Anyway it doesn't have scope installed.

Shotgun is very easy to get too -_-
Just collect 24 junks and make 300BBs (it was 1200caps don't remember)
You got even combat shotgun damaged and some ammo with that money.

first, shotguns have the accurate perk because they use 12ga buckshot ammo so as ronillon already said, it's relatively easy to hti with them. Of course, the amount of damage should be lower when fewer shrapnells hit the target, but that is really hard to do with the current game engine.
I'd really like to see slugs in the game though, making the shotguns effective at 30hex or so.
I can be mistaken and the game already uses slugs isntead of buckshots, but then I don't know why the rang eis so low. Generally, shotguns need some fixing anyway reagarding gameplay as well as realism.
And about the accurate perk on sniper rifles, everybody should check the wiki for the hitchance formula. Ranged perk is WAY better than accurate perk.
And at last, about the mauser. For gameplay reasons, the accurate perk is justified. one could even argue, taht in reality, its simple design make it easy to handle and aim, thus the accuracy is better but that's just a side note.
