is it better to add points into weapons skill or get perks for crit %/dmg
does XX% weapon skill = more crits/dmg?

also for good killing character is it always rocket launchers/miniguns and metal armors?

Skill % is only your chance to hit, not damage. Crit % is only affected by perks/luck/traits.
